windows 2003 server firewall internet connection sharing ics service is not running

Could not start the windows firewall/internet connection sharing (ICS) is not running.

Enabling Windows Firewall

Click Start, Run and type:
Netsh firewall set opmode enable

Disabling Windows Firewall

Click Start, Run and type:
Netsh firewall set opmode disable
